Key Provisions of the Online Gaming Bill 2025
The law bans all “online money games”, meaning any online game in which a user deposits money expecting monetary or other rewards. This includes fantasy sports (Dream11, MPL etc.), rummy, poker, lotteries, betting apps.
Social games, e-sports, free-to-play games (without monetary stakes or expectation of reward) are permitted.
Advertising and promotion of real-money gaming is prohibited, as are financial transactions by banks or intermediaries facilitating such games.
Penalties: up to 3 years imprisonment or ₹1 crore fine (or both) for offering or facilitating online money games. Penalties are higher for repeat offenders: imprisonment up to 5 years, fines up to ₹2 crore. Misleading advertising has its own penalties.

In addition, well-known platforms such as Dream11, MPL (Mobile Premier League), RummyCircle, PokerBaazi, Zupee, WinZO, MyTeam11, among others, are affected — their real-money formats are banned, deposits blocked, though in many cases existing balances can be withdrawn.
