Key Provisions of the Online Gaming Bill 2025

  • The law bans all “online money games”, meaning any online game in which a user deposits money expecting monetary or other rewards. This includes fantasy sports (Dream11, MPL etc.), rummy, poker, lotteries, betting apps.

  • Social games, e-sports, free-to-play games (without monetary stakes or expectation of reward) are permitted.

  • Advertising and promotion of real-money gaming is prohibited, as are financial transactions by banks or intermediaries facilitating such games.

  • Penalties: up to 3 years imprisonment or ₹1 crore fine (or both) for offering or facilitating online money games. Penalties are higher for repeat offenders: imprisonment up to 5 years, fines up to ₹2 crore. Misleading advertising has its own penalties.
